This is a 6" action figure of Moon Mission Dr. Evil from the film Austin Powers: The Spy Who Shagged Me. The figure has a voice chip that says "Welcome to my moon base." The figure was produced by McFarlane Toys in 1999 as part of its Series 2 line of Austin Powers figures. The figure remains sealed on a NEAR MINT card.
