POSITION PURPOSE

The Business Analysis unit is responsible for facilitating the proper alignment between business processes and application systems. This unit strives for continuous improvement of business processes and system functionality. As an IS / business liaison, this unit is expected to maintain a global, enterprise-wide viewpoint, supporting the mission and vision of the organization while acting in the best interest of both the IS department and business department(s).

Members of this unit should contribute broad experience and a high level of expertise in business processes and system functionality. This unit works with business stakeholders to define business requirements and with technical staff to develop solution alternatives. In addition, members of this unit actively participate in defining objectives to support changing business needs and availability of IS offerings

ESSENTIAL DUTIES

1. Utilize industry and internal modeling/decomposition techniques to assist in translation of information into logical and physical representations.

2. Analyze business and user needs within assigned  functional areas.

3. Gather, review, categorize and document information from numerous sources regarding data, function and process definitions.

4. Revise existing system logic difficulties under the direction of more experienced Business System Analysts.

5. Work on smaller, more defined application projects.


IS Project Leader III

Description:

The primary function is to lead the project team through the entire information systems project lifecycle. This includes requirements definition, design, construction, testing, and implementation.

ESSENTIAL DUTIES

1. Under general supervision, oversees various systems projects of a highly complex nature.

2. Assembles project teams, assigns individual responsibilities, identifies appropriate project resources, and develops and maintains the project schedule to ensure timely and successful project completion.

3. Directs the program development/maintenance, testing and installation of a project.

4. Ensures that projects are delivered within the approved project scope and that projects meet approved project requirements.

5. Solely responsible for overseeing assigned projects and/or project teams. Monitors and manages project plans to ensure the customer requirements are accurately met on time to ensure maximum customer satisfaction.

6. Works with the resource manager to appropriately assign project team members to ensure accurate and timely completion of project tasks.

7. Maintains communication with the customer to manage expectations throughout the project.  Is responsible for matching customer commitments with organization and department goals.

8. Develops accurate project estimates that include hours, duration, cost, and resources.

9. Communicates regularly and at the appropriate level of detail with the key project stakeholders regarding the status of specific projects.

10. Utilizes effective project change control to manage the project scope, including costs, hours, and project duration.

11. Effectively utilizes project management tools and techniques, such as creating and maintaining project schedules, risk and issues logs, project change requests, and status reporting.

12. Utilizes appropriate project team members as contributors, reviewers, and approvers of project documentation to produce high-quality project deliverables.


Security Systems Technician

Description: Classification Responsibilities: A Security Systems Technician is responsible for performing skilled technical work in the installation, maintenance, repair, modification, and testing of access control, closed circuit television (CCTV) and security systems hardware and software. Additional duties include: installing, maintaining, repairing and testing data cable and wiring, electronic door locks, access card readers, door position switches, request to exit detectors, CCTV cameras, and other security systems related hardware; testing security systems hardware and correcting malfunctions to restore the conformance of the equipment to established standards; working with data, alarm and monitoring circuits; installing and relocating security systems equipment; conducting research and analyzing test measurements; and assisting in designing security systems within various client facilities. Work involves evaluating present systems and recommending system expansion, modification, and replacement. This class performs related duties as required. Distinguishing Features: Work is performed in accordance with various client rules and regulations. This class is supervised by Project Managers who reviews work through meetings, reports, and observations of work in progress or upon completion. Incumbents in this class receive general direction from the Project Manager. The work involves possible night and weekend hours and typical hazards associated with electrical work. QUALIFICATIONS Minimum Qualification(s) Required. Any combination of training, education, and experience equivalent to high school graduation or GED. Considerable (3 - 5 years) experience in the installation and maintenance of security systems and equipment, supplemented by college or military coursework in electronics. Special Requirement(s). Must possess a valid Driver’s License by hire date. Because of the confidential, sensitive nature of information handled, successful completion of a background investigation is required. Preferred/Desirable Qualification(s). Knowledge of Bosch, Pelco, and Software House C-Cure 800 security system hardware and software are preferred. ESSENTIAL FUNCTIONS Communication: Communicates with management, vendors, contractors, and client employees to establish and maintain effective working relationships. Directs work activity of temporary employees used during periods of high installation activity. Manual/Physical: Performs a variety of security systems installation, maintenance, modification, and repair work. Repairs access control, CCTV, electronic devices, and electromechanical devices to maintain the clients’s electronic security system. Tests security systems hardware using special testing equipment. Corrects malfunctions to restore the conformance of equipment to established standards. Make emergency repairs. Installs and relocates security systems equipment and other related equipment. Maintains records of equipment installed. Assists in stocking service parts. Operates a vehicle requiring a standard Driver’s License to travel to work sites in order to accomplish tasks. Operates a power drill and uses hand tools to install and repair electronic equipment. Performs physical inventories of security systems equipment. Distinguishes colors to identify color-coded cable, wiring, and electronic components that use standard industry color codes. Moves electronic equipment weighing up to 70 pounds with the aid of a hand truck for distances of up to 100 feet to transport equipment to and from city sites. Cleans security systems equipment and work areas. Meets scheduling and attendance requirements. Mental: Diagnoses various equipment malfunctions and assists in designing security systems within client facilities. Conducts research and analyzes test measurements and other data. Resolves a variety of installation problems. Learns job-related material through on-the-job training and in classroom settings. Comprehends and makes inferences from blueprints, equipment specifications, schematic drawings, and technical instructions regarding security systems and equipment. Knowledge/Skill/Abilities: Knowledge of: access control, CCTV, and security system equipment testing, repair, and maintenance procedures; technical and operating methods, tools, equipment, and materials used in security system equipment testing, repair, installation, and maintenance work; procedures used for installing and maintaining security systems and equipment; use, calibration, and care of electronic test equipment; and security system cabling color code and installation standards. Skill in the care and use of the tools and diagnostic equipment involved in installing and maintaining security systems hardware and accessories. Ability to: repair access control, CCTV, and security system hardware and electromechanical devices; test electronic components with the use of special testing equipment; diagnose and correct security systems equipment malfunctions; maintain and troubleshoot security systems data cable network and equipment; and install and relocate security systems hardware and other accessories. Web Developer II

Under general direction, develops, tests, maintains, and supports high-performance, innovated web-based applications and the departmental website. Will be responsible for developing webbased tools that will be used both internally and externally, as well as installing, configuring and maintaining web-based communication tools such as e-commerce storefronts, forums, mailing lists and Wiki’s.

ESSENTIAL DUTIES
1. Develop and maintains web based applications with such languages as JAVA, Perl, ASP, PHP, and JSP along with backend databases for both internal and external use.
2. Setup and administer web-based communication tools such as Wiki’s, forums, and mailing lists.
3. Develop front end web applications that interact with backend databases.
4. Create custom web designs that aide database management for various record keeping venues.
5. Use other languages to make business applications web accessible.
6. Provide external support for web application and design.
7. Contribute to the planning, design, and layout of the site.
8. Utilize a thorough knowledge of programming and server software applications to develop and maintain company websites.
